Agenda Title:

23-501 - 1R.  An ordinance authorizing the City Manager to approve the Governor’s Transportation Cost Share Agreement with the Missouri Highways and Transportation Commission for the Little Blue Parkway and Jackson Drive Project (Project No. 112408 / MODOT Project No. Sns0020), increasing appropriations, and declaring an emergency.

Executive Summary:

The purpose of this Agreement is to coordinate the participation by the City and the Missouri Highway and Transportation Commission regarding the capacity, operations, and turn lane improvements along Little Blue Parkway and Jackson Drive. The agreement outlines project and financial responsibilities with respect to these street improvements.
Background:

Funding was approved for appropriation in Fiscal Year 2024 by the Missouri Highway and Transportation Commission for participation in the Governor's Transportation Cost Share Program for necessary improvements to Little Blue Parkway and Jackson Drive. The cost share funding will utilize Street Sales Tax funds designated for the project as the City's 50% match for the project. This project is being designed and constructed in cooperation with / apart of the development agreement with Northpoint KC's Eastgate project.

 

The scope of work for this project will tie into the recently approved MoDOT Cost Share project for improvements to the I-70 & Little Blue Parkway interchange (Ord. No. 19431). Improvements include the addition of a southbound through lane from north of Jackson Drive to the north limits of the interchange project. This work will accommodate the addition of both northbound and southbound dual left turn lanes, ADA and pedestrian upgrades, and resurfacing through the 39th Street intersection.

 

The fiscal impact to the City will be $866,900 (a 50% share of the estimated project cost) and should be paid a minimum of 5 days prior to the construction letting date. Project costs above $1,733,800 shall be the responsibility of the City as outlined in the Financial Responsibilities of the agreement.

 

 

 

Emergency Justification:

City Staff received notification from the Missouri Department of Transportation that the review process had been completed by the state for the attached Governor's Transportation Cost Share Agreement on Friday, April 21, 2023. City Staff was also notified that this agreement had to be executed not later than June 1, 2023. In order to meet the timetable set forth by MoDOT, City Staff request this item be considered as an emergency ordinance.


Fiscal Impact:

The fiscal impact to the City will be $866,900. Funding for the Little Blue Parkway and Jackson Drive Project (No. 112408 / MoDOT Project No. SNS0020) will be paid from the street sales tax fund 7011-5406. Pursuant to the Development Agreement between the City and Northpoint Development, LLC (Northpoint), this fund will be fully reimbursed by Northpoint.
