Agenda Title:

Council action to award a change order #1 to Burns & McDonnell PO #23000632 in the amount of $39,633.00 to cover additional requirements for Substation S site study for the Power & Light Department.

Recommendations:

IPL staff recommends issuing Change Order #1 to Burns & McDonnell PO #23000632 for these services.

Background:

Northpoint is a very large development in the Northeast section of the city where several large warehouses and strip shopping is planned over the next several years. Groundbreaking ceremonies for the first two buildings is scheduled for mid-November 2022. The ultimate electric demand for this development may exceed 20 megawatts and will result in the need to build an additional substation in the development. This area is near Lake City and as this project moves forward additional developments may occur to the extent that the area electrical demand may reach near 80 megawatts.

The city is negotiating with Northpoint for all infrastructure requirements and one of which is the selection of a proposed IPL substation site. Northpoint has tentatively selected a site that is an irregular shape close to the roundabout near Lake City. To determine if the site is suitable for a substation, a site study is needed to evaluate the site for compatibility for placing an electrical substation at the selected location from the physical size, electrical configuration, and environmental aspects. The study will review the electrical configuration requirements to satisfactorily serve the anticipated load now and in the future. If the site is suitable, negotiations can proceed with securing the site, if not, negotiations will move to an alternate site.

Initial report for the Sub S site study was shared with Northpoint and as a result Northpoint is suggesting a slight relocation of the property to be used for the substation. This change results in additional configuration changes and preliminary engineering designs to be able to review and consider the new proposed location for a viable site for Substation S.

Burns & McDonnell is an approved A/E vendor and contract and proposal documents have been reviewed and approved by City Of Independence legal and Finance staff. Burns & McDonnell selected as they have been performing transmission planning studies for IPL for several years, have the skill sets, software, and systems in place to provide the required site study efficiently and economically.

IPL System Operations, Transmission & Distribution, Environmental Health and Safety and Engineering as well as IPL Management concur with the selection of Burns & McDonnell and agree with the scope of work contained in the proposal.

The substation S site study is scheduled for completion in early 2023.



Fiscal Impact:

The fiscal impact to the City is $159,734. The original amount for the study was $120,101. Funding for the Substation S Site Study is included in the fiscal year 2022-23 adopted budget, page 204, project account number (7020.5406.202316-C, Construct 6 New Distribution Feeders - New Sub S), IPL Fund 20.

 

Pursuant to the Development Agreement with NorthPoint Development, costs associated with Substation S would be subject to reimbursment via the Eastgate Commerce Center Community Improvment District.
