Staff recommends approval.

This change order would increase the total contract amount by $30,000 to $178,842.  The increase is due to increased paratransit ridership. 

The City of Independence currently contracts with the Kansas City Area Transportation Authority (KCATA) to provide fixed route service between the Transit Center and downtown Kansas City as well as the required complementary paratransit within the City limits of Independence and between Independence and Kansas City and intra-city senior transit services. 

In June 2022, the City Council approved a contract with KCATA in the amount of $135,342 and authorized additional funding of $13,500.00 for minor change orders as deemed appropriate.

The City’s cost for paratransit services is based on passenger trips.  The contract estimates the number of annual passenger trips based on trends in the service.  During the current contract, paratransit ridership in the City has increased approximately 11.3% compared to previous years.  This ridership increase has necessitated the need to increase the contract amount by an additional $30,000 for a total cost of $178,842. 

The fiscal impact to the City totals $178,842.  Funding for transportation services is included in the Fiscal Year 2022-2023 Transportation section of the Community Development budget page 95, account number 4414-5226 (General Fund).
