Council action to issue Change Order #4 to Purchase Order #23000171 to Davenport Construction LLC (Davenport) in the amount of $300,000.00 to cover the costs for Asphalt Street Cut Repairs for the Water Department. New amount of PO will be $800,000.00.

Staff recommends approval to issue the Change Order.

Asphalt repairs are a result of damage to streets and roadways resulting from main breaks and other system restorations. The Water Department contracts out the repair work.

Blanket purchase order #23000171 was issued to Davenport for the initial needs for the Water Department at the beginning of the fiscal year on July 27, 2022, for $300,000. Change order #1 for an additional $100,000 was approved through Council on March 30, 2023. Since that time additional repairs has resulted in another change order in April for another $100,000 to cover invoices. The division has required more repair work for Davenport due to the unpredictability of the number of water main breaks and amount of damage those main breaks cause to the roadways. This change order for $300,000 is requested to budget for repairs for the remaining of the current fiscal year.

Davenport was awarded a contract for this service in June, 2021.

Approval of this item shall authorize change orders up to an additional ten percent of the new total amount of the purchase order, provided appropriations are available.

 The fiscal impact to the City is $800,000.00. The original amount expended at the beginning of the fiscal year was $300,000. Funding was included at an amount of $1,000,000 in the 2022-2023 adopted budget, Page 252, account number (4840-5212, Water Fund) Maintenance-Other for these repairs.
