Council action is requested to issue a purchase order to Infrastructure Solutions LLC in the amount of $464,800.00 for the US 24 Highway water main replacement project from Noland Road to Emery Street for the Water Department.

This project will replace the existing 12” cast iron main originally installed in 1950, along US Highway 24 between Noland Rd and Emery Street. The existing main is located beneath the East bound lanes of US Highway 24 and has experienced multiple breaks in recent history causing traffic interruptions and excessive repair costs to the State Highway. The new main will be located outside of the roadway to reduce or eliminate damages to Highway 24 caused from future main breaks.

The Procurement Office of the Finance and Administration Department issued Invitation to Bid (“ITB”) #23045 on April 28, 2023. The ITB was publicly available through the City’s e-bidding service provider, Public Purchase. One Hundred Eighty-Nine (189) potential bidders were notified of the ITB, thirty one (31) accessed the ITB.

The City received five bids for this project. Staff determined the bid submitted by Infrastructure Solutions was the lowest and best bid received. This main replacement is anticipated to be completed prior to the completion of the Missouri Highway Department’s Streetscape project along the Highway 24 corridor.

Approval of this item shall authorize change orders up to a total of ten (10) percent of the authorized amount for each order, provided appropriations are available.

The fiscal impact to the City totals $464,800. Funding for the main replacement is included in the fiscal year 2022-23 adopted budget, page 254, account number 7040-5406-9749-C, Main Replacement Program with an additional 10% of the contract amount available for future minor change orders.
