1. 23-040 - 1R.  An ordinance approving the petition for the establishment of the Hub Drive Community Improvement District, establishing the district, making findings and authorizing actions related to establishment of the district.

Staff recommends approval.

T-L Hub LLC, the owner of the Hub Shopping Center located at the southwest corner of 23^rd Street and Hub Drive near 291 Hwy, seeks a Community Improvement District for the purpose of remodeling and tearing down portions of the buildings located on the property and redeveloping the site into a remodeled and newly constructed grocery-anchored shopping center development.  This ordinance would establish the CID to assist in funding improvements within the District. 

At the March 13^th City Council Study Session, representatives of the development team for the Hub Shopping Center (located at 23rd and Hub) presented the preliminary concept for the redevelopment of the Hub Shopping Center project.  The site is the location of the current Price Chopper grocery store and related retail.

The redevelopment Plan seeks to remodel and/or tear down portions of blighted buildings and redevelop the Redevelopment Area into a remodeled and newly constructed grocery-anchored shopping center development for continued use for retail and other commercial purposes.

The CID seeks a 1% sales and use tax to fund certain improvements within the District and/or to pay the costs of services provided by the District.
