Agenda Title:

23-755 - A resolution directing the City Manager to establish standards for the recruitment and selection of board and commission members, to establish standards for communication with and from boards and commissions, and to establish expectations, duties and norms of behavior for all appointed City boards, commissions, agencies, and committees.

Executive Summary:

If approved, this resolution would direct the City Manager to clearly define the process for developing boards that function at a high level. This includes clearly identifying methodology for recruiting and membership, onboarding, developing work plans, running an efficient meeting, and increasing communication.
Previous Activity:

On February 20th, 2013, the Independence City Council adopted Resolution 6902, which established the 2023-2024 City of Independence Action Plan. If approved, this resolution would address certain deliverables within Sections 1 and 7 of the Action Plan.
Background:

In responses to the City Council's Action Plan, City staff are currently working to clearly define the process for developing boards that function at a high level. This includes clearly identifying methodology for recruiting and membership, onboarding, developing work plans, running an efficient meeting, and increasing communication. To help further this implementation, City staff recommends developing a standard operating procedure for City boards and commissions to foster public trust through collaboration and cooperation to achieve the following goals:

Increase efficiency and efficacy of advisory board input;
Formalize and streamline communications between advisory boards, the City Council, and the public;
Ensure policies and not personalities are the dominant driving factor of decision-making; and
Create consistency, predictability, and stability by clearly defining expectations, functions, and roles.

 

Under the terms of the resolution, the City Manager would be required to make recommendations to the City Council by October 1st, 2023.
