Agenda Title:

Council action is requested regarding the change of ownership application received from Bar Baron LLC for a Retail Selling of Intoxicating Liquor by the Drink license for Pappy’s Den that is located at 10805 E. Truman Rd.

Recommendations:

This application meets the requirements of the City’s Alcoholic Beverage Code. 

Executive Summary:

The applicant is requesting City Council approval for a change of ownership for Pappy’s Den to continue selling intoxicating liquor by the drink Monday through Sunday.  The applicant has also applied for a Sunday Sales License and this will be issued administratively should the change of ownership be approved by City Council.

Size of establishment (includes outdoor patio space if applicable): Pappy’s Den will be operating within the approximately 750 square feet of space at 10805 E. Truman Rd. 

Liquor License Types:  Retail Selling of Intoxicating Liquor by the Drink Including Sunday Sales

Types of Alcohol to be sold/served: Various types of intoxicating liquor and beer by the drink.

History of any liquor license at this location; if a new building, provide a brief update on the construction:  Pappy’s Den is currently operating at this location and is going through a 100% ownership change.  The current owners of Pappy’s Den have an active liquor license and, from our records, have been operating out of this location since 2006. There is one active liquor license within 1000 feet of this location.  Ron’s Roadhouse is directly to the east and holds an active liquor license.

Location proximity to school, church, or residential zoning: According to the City’s mapping system there are no schools or churches within 300 feet of this establishment. There is residential property located within 300 feet. 

Managing Officer Information and results from background check: Pappy’s Den has indicated Todd E. Black will serve as the appointed managing officer.  The background investigation conducted by the Missouri State Highway Patrol on Tom E. Black revealed he meets the requirements of the Alcoholic Beverages code.
