Executive Summary:

The City’s adult entertainment business regulations were enacted in 1993.  Staff is in the process of amending the adult business license section to be more inclusive of all adult businesses.  This temporary moratorium on the acceptance and processing of adult business applications would allow staff time to research and develop an amendment to the UDO.  
Background:

In March 1993, the City Council passed Ordinance No. 12351 enacting a new Article 17 of Chapter 5 to regulate adult entertainment businesses.  This ordinance only regulated adult entertainment businesses (for example, adult cabaret, adult arcade, and adult entertainment facilities) and did not regulate other adult businesses. 

 

Staff is in the process of amending the business license code for adult business to be more inclusive of all adult businesses.  The research, drafting and approval of an appropriate adult business UDO amendment may take a couple months to accomplish.  A temporary moratorium on the acceptance and processing of adult business applications would allow for the adoption of the adult business regulations.
