Agenda Title:

23-757 - A resolution adopting "Get Fit Independence" as the City's Business Plan for Fiscal Year 2023-24 and directing the City Manager to pursue implementation of said plan.

Executive Summary:

If adopted, "Get Fit Independence" will serve as the Citywide Business Plan for Fiscal Year 2023-24, allowing staff to organize and focus personnel and resources around a core set of deliverables over the course of the next 12 months.
Background:

On February 20th, 2013, the Independence City Council adopted Resolution 6902, which established the City of Independence Action Plan. The Action Plan contains six purpose statements, which include:

 

1. An Engaged Community

2. An Innovative Economy

3. A Safe, Welcoming Community

4. A Well-Planned City

5. A Financially Sustainable Organization

6. A High-Performance Organization

On May 23rd, 2023, the City Council met for a quarterly review of the Action Plan, and discussed what the primary areas of organizational focus should be for the next fiscal year. In reviewing the Action Plan with City Council, City staff proposed three key focus areas to serve as the City’s Business Plan for Fiscal Year 2023-24 that begins on July 1, 2023. These key focus areas are:

 

1. An Innovative Economy

2. A Well-Planned City

3. A Financially-Sustainable Organization

In order to cement this plan and further focus the organization, City staff proposed adoption of a Citywide Business Plan for Fiscal Year 2023-24. Staff proposed this plan be branded as “Get Fit Independence" and center on three pillars:
 
1. Structurally Fit -  Independence invests in public infrastructure that is safe, reliable, and visually appealing.
2. Economically Fit – Independence leverages opportunities to invest in infrastructure that facilities economic development and redevelopment opportunities.
3. Financially Fit - Independence maintains a structurally balanced budget and ensures financial resources are aligned with City Council and community goals.

 

If adopted, this resolution directs the City Manager to present specific deliverables for each of these three pillars at the July 10th, 2023 Study Session and to present quarterly reports to the City Council on the progress being made in each area.
