| | | | | | | | Background:
The Sewer Maintenance Division of Municipal Services Department is replacing asset 3764, which is a 2006 skid steer unit. The new unit will be a T770 with high flow capability. This will allow the use of all modern attachments which cannot be utilized by the older low flow unit. This results in needing to rent a higher flow model for certain applications, such as brush cutting. The older unit has needed several repairs lately and is reaching the life cycle of expected larger cost repair issues. The trade value will offset 30% of the new purchase cost. This unit serves multiple purposes at the Rock Creek Treatment plant, including using forks for offloading of materials which eliminates the need of a forklift at that site.
This purchase is off the Missouri NASPO contract # CC190249002.
The purchase order, if approved, will be issued against the State of Missouri contract # CC190249002, which is a cooperative bid agreement available for use by all municipalities in the state of Missouri. The cooperative purchasing provisions of paragraph 5 of the Independence City Code allows for the purchase of items competitively bid by other governmental entities.
Per section 8.06.004, Paragraph 4 of the City Code states competitive bidding is not required when purchases are made through a cooperative contract established by a government purchasing entity or cooperative. The cooperative bids used will have been established pursuant to RSMo. 70.220 or generally accepted governmental purchasing practices through the competitive bidding process.
Approval of this item authorizes the Finance Director to issue change orders up to a total of ten (10) percent of the original authorized amount, so long as appropriations are available.

Fiscal Impact:
The fiscal impact to the City in the 2023 Fiscal Year is $49,999.04. Funding for the T770 T4 Bobcat Track Loader is included in the fiscal year 2022-23 adopted budget, page 168, Municipal Services-Sanitary Sewer Fund 030, account numbers (5215-5405, Other Machinery & Equipment) for Heavy Duty Mobile Equipment.
