The Missouri One-Call Statute mandates that City-owned utilities provide locating services under the Missouri One-Call Program. Power & Light, Municipal Services and the Water Department do not have sufficient staffing to comply with the volume of facility location requests under the provisions of this statute and thus contract for the service.
USIC Locating Services Inc (USIC), was awarded the contract that was approved through Council in 2022 for the providing of this service as a result of an invitation to bid (ITB). This request is for approval of expenditures for the Sewer Maintenance and Storm Water Divisions of the Municipal Services Department and Power & Light Department for this service.
Approval of this item authorizes change orders up to ten (10) percent of the authorized amount, providing appropriations are available.

Fiscal Impact:
The fiscal impact to the City totals $350,000.00. Funding will be included in the fiscal year 2023-2024 proposed budget, page 161, account number (5262-5226), Professional Services for $90,000 (storm water fund) and page 167, account number (5230-5226) Professional Services for $90,000 (sanitary sewer fund) as well as page page 239, account number (6150-5226), Transmission & Distribution - Professional Services for $170,000 (IPL Fund 20).
