| | | | | | | | Background:
The Sewer Maintenance Division of the Municipal Services Department utilizes Blue Springs Winwater as the supplier for sanitary and storm water sewer pipe and related fittings for making repairs to the sanitary and storm water collection system within the city. They also supply manhole frame and lids, riser rings and related items for making repairs to sanitary and storm water manholes and structures. The department also purchases different products for sealing manholes from clear water infiltration also.
Blue Springs Winwater is a cooperative contract 2022-024-1 issued by Lee’s Summit, Missouri.
Per section 8.06.004, Paragraph 4 of the City Code states competitive bidding is not required when purchases are made through a cooperative contract established by a government purchasing entity or cooperative. The cooperative bids used will have been established pursuant to RSMo. 70.220 or generally accepted governmental purchasing practices through the competitive bidding process.
Approval of this item shall authorize change orders up to a total of ten (10) percent of the authorized amount, provided appropriations are available.

Fiscal Impact:
The fiscal impact to the City totals $110,000.00. Funding will be included in the fiscal year 2023-24 proposed budget, Municipal Services Sewer Fund (030), page 167, account number (5230-5314, Inventory Purchases).
