Agenda Title:

Council action is requested to expend $50,000.00 in a purchase order for lime to Mississippi Lime Company for the Municipal Services Department. 
Recommendations:

Council approval to issue a purchase order to Mississippi Lime Company. 
Background:

Currently the Rock Creek Waste Treatment Facility landfills all the biosolids that are removed from the waste stream. In order to have the ability to land apply biosolids we are required to have some method or operation designed for the removal of pathogens. The addition of Granular Calcium Oxide (Lime) is an efficient, cost-effective and proven way of achieving this reaction.  Adding lime to the biosolids will increase the pH and temperature of the material decreasing the total number of pathogens as per federal biosolids regulation. 

The biosolids are a mixture of primary and secondary solids.  This combination is sent through a belt press that decreases the water content of the mixture.  In the past after passing through the belt press the material was incinerated and the ash was landfilled.  The incinerator has been decommissioned due to the high cost of operation and the cost of maintaining compliance. The resulting ash offered little value once accumulated, as opposed to lime treated biosolids which are very desirable for a multitude of applications. 

Land application of biosolids is the way of the future.   The Rock Creek Waste Treatment Facility will be creating a product that farmers and landowners want.  The lime that has been added to the product will help with soil alkalinity and the biosolids will help with soil quality.  The increased rate of solids removal from the wastestream due to the lime stabilization process, will also positively impact the health, wellbeing, and longevity of the Rock Creek Treatment Facility and its processes. 

The Procurement Division issued Invitation to Bid (ITB) #23010 on the e-procurement website, Public Purchase, that the city uses for solicitations. The ITB closed on February 6th, 2023. With 130 firms being notified and 11 firms downloaded the invitation to bid.

Three firms, Lhoist North American, Mississippi Lime Company, and U.S. Lime Company – St. Clair submitted bids. After careful review Mississippi Lime Company submitted the lowest responsive and responsible bid. Mississippi Lime will provide pricing for years two and three prior to the end of each year of the contract. 

Approval of this item shall authorize change orders up to an additional ten (10) percent of the original authorized amount, providing appropriations are available.  
 


Fiscal Impact:

The fiscal impact to the City totals $50,000.00.  Funding will be included in the fiscal year 2023-2024 proposed budget, Municipal Services Sewer Fund (030), page 166, account number (5220-5309) Operating Supplies.
