Agenda Title:

Council action is requested to approve a contract with the Englewood Arts for the license of the Englewood public area for the Englewood ReArt Festival.
Recommendations:

Executive Summary:

The Englewood Arts seeks to host the first annual ReArt Festival, a 2-day festival to bring together the Englewood neighborhood and surrounding communities to celebrate art, culture, and the vibrant community of Independence. 

Background:

Englewood Arts intends to host the Englewood ReArt Festival utilizing the parking medians, islands, green areas, crosswalks, sidewalks and all other adjoining areas of Winner Road from Harris Street west to Northern Boulevard.  The Festival will include up to 80 tents for vendors, a stage in front of the Englewood Arts building, a sculpture area as well as food truck area.

 

The mission is to bring awareness to the neighborhood and use the Festival as a way to invigorate the community.  The Festival will showcase over 60 artist/makers, kids activities, performances and “upcycled” public art sculpture-making showcase.  The Festival is free to the public and is estimated to bring 3,000 to 4,000 visitors. 

 

The proposed contract grants the Englewood Arts exclusive use of the public areas within the area depicted on the map for operating the Englewood ReArt Festival.  The contract addresses various operating issues associated with conducting the festival including parking, vendor licensing, trash collection, security, public access, electrical service and use of public spaces for temporary structures.  The contract was reviewed by City departments to address various operation issues.

 

The contract obligates Englewood Arts to obtain liability insurance and indemnify the City from claims associated with occupancy of the festival grounds.  Additionally, Englewood Arts is responsible for additional security personnel, waste and waste water, fencing, trash and debris, recycling, accessibility, cleaning of the festival area as well as the cost associated with electric and water usage during the festival.

 

The City is responsible for providing available barricades (subject to availability), water supply to the festival grounds, as well as conducting public health and safety inspections of vendor booths.
