| | | | | | | | Background:
The Police Department is requesting to purchase up to twenty-five (25) Model Year 2024 Ford Explorer Police Interceptors. Of this total, 19 Explorers will be marked and deployed as replacements for projected losses due to mileage, wear, and damage. Six vehicles will be unmarked and deployed in administrative functions as replacements due to mileage and wear. There is currently a 10 month to 1 year wait period from when vehicles are ordered to them being delivered.
The vendor providing the vehicles is Shawnee Mission Ford, who provided a quote based on a Mid-America Regional Council (MACPP) cooperation contract. It will be bought off the cooperative agreement contract # 74-22.
Per section 8.06.004, Paragraph 4 of the City Code states competitive bidding is not required when purchases are made through a cooperative contract established by a government purchasing entity or cooperative. The cooperative bids used will have been established pursuant to RSMo. 70.220 or generally accepted governmental purchase practices through the competitive bidding process.
Approval of this item authorizes the Finance and Administration Director to issue change orders up to ten (10) percent of the original authorized amount, providing appropriations are available.

Fiscal Impact:
The fiscal impact to the City is $1,280,625. Funding is included in the 2023/24 FY Adopted Budget, Fund 016 – Police Sales Tax account number (4564-5404), page 220 of the Proposed Budget.
