Council action is requested to issue purchase orders to Martin Underground Construction Inc, for the West College Fiber Replacement Project ($142,338.50) and Fire Station 6 to Courtney Bend Water Plant Project ($53,321), for the Power & Light Department. Total Fiscal Impact for both projects is $195,659.50.

The West College Fiber Replacement Project’s objective is to replace 8,000 ft. of Independence Power & Light’s (IPL) fiber that runs along West College Street, from N. Spring St. to Forest Ave. The existing underground fiber cable network installed prior to 2009 by Technology Services, is a low count fiber cable and conduit system that was used to supplement communications routing during IPL’s Fiber project for substation and school communications network. This cable and conduits system is a lower count cable system and has had significant damaged due to improper installation material and technique used in the original installation prior to 2009. The existing duct system has collapsed and cannot be reused to add additional fiber cable. IPL will provide all materials for this installation, per Contract Number – 500000787.

The Fire Station 6 to Courtney Bend Water Plant Project objective is to add approximately 8,000 feet of fiber cable to connect the Courtney Bend Water Plants communications to Fire Station 6 providing a redundant path for voice and data communications to improve plants operation reliability. Currently the plant is connected via a single link or linear type connection, this second fiber optic connection provides a secondary or back up link for the plant. Subsequently these new communications paths also provide additional redundancy for multiple city locations, the utilities and existing commercial transport customers. IPL will provide all materials for this installation, per Contract Number – 500000787.

Approval of these items authorizes the Finance Director to issue change orders up to a total of ten (10) percent of the original authorized amounts, so long as appropriations are available.

The fiscal impact to the City is $195,659.50.
