Approval of this item will approve a design contract for, and issue a purchase order to, Veenstra & Kimm, Inc for engineering design services as part of the Independence Historic Trails Project. This project has been awarded federal funding from the Federal Lands Access Program (FLAP). This project is eligible for 100% reimbursement by federal funds. |

The City entered into an agreement to receive FLAP funds through Ordinance No. 19423. |
| | | | | | | | Background:
This project will construct a new shared use trail along Liberty Street and Pacific Ave., from Lexington Ave. to the Bingham-Waggoner Estate. This will improve safety for bicyclists & pedestrians. The work will include the new concrete trail, curb & gutter, ADA ramp and truncated domes, curb inlets, driveway approaches, retaining walls, pavement marking, and signage.
An RFP was issued and Veenstra & Kimm, Inc. was selected to complete the design for this project. A scope and fee of $165,242 was negotiated.
The Independence Historic Trails Phase 1 Project (No. 112406) has been awarded federal funding from the Federal Lands Access Program (FLAP). This grant will reimburse in full the funding for this project. |

Fiscal Impact:
The fiscal impact to the City is $181,766.20 including allowance for change orders. Funding for the Independence Historic Trails Phase 1 Project (No. 112406) is included in the FY 24 proposed budget, page 172, account number 7011-5406. This project is eligible for 100% reimbursement by funding for the Federal Lands Access Program.
