| | | | | | | | Background:
Uniforms are an essential part of the equipment required for performance of the public safety duties of the Police Department. After undergoing some issues with past uniform and body armor vendors, the department started searching for a vendor that could fulfill all the department’s uniform and body armor needs in fiscal year 2021-2022. It was essential that we utilized a vendor that was either a short driving distance from Independence or have a local representative that would be able to handle all the fittings needed for uniforms and body armor. It was equally important to find a vendor that could be a one-stop shop, so employees would not need to travel to numerous businesses to be sized for all the different items they wear, and to streamline the ordering process as much as possible.
After reviewing available options and sending some trial orders to Baysingers Uniforms and Equipment, it was decided that Baysingers would be a good option for the department. They carried all our uniform, body armor and accessory items and would be able to handle all of our orders. They had a local sales representative that could come to the department for all fittings and could provide pricing discounts through a State of Kansas contract that we could piggyback on. IPD provided the contract information to City Procurement to make sure the contract could be utilized, and after receiving approval on those, the department started the transition of moving the uniform and body armor orders to this new vendor.
At this time, the Police Department is requesting Council approval to issue purchase orders to Baysingers Uniforms in an amount up to $250,000, for uniforms, accessories, and body armor to be purchased during the fiscal year 2023-2024. In addition, Council approval is requested to enter into year 2 of a 36-month contract between the City of Independence and Baysingers Uniforms.
Approval of this item will also authorize the Finance Director to issue change orders up to a total of ten (10) percent of the original authorized amount, as long as funding is available.

Fiscal Impact:
The fiscal impact to the City is $250,000.00. The uniform funding is currently budgeted within the department’s FY 23-24 approved budget. Funding for uniforms and body armor comes from four different accounts between the General Fund 4513-5309 (page 208), Public Safety Sales Tax 4564-5309, 4564-5313 (page 220), and Use Tax 4571-5309 (page 222).
