A Request for Qualifications (RFQ) was issued on February 20th, 2023 for a Downtown Master Developer. Responses we submitted on March 21st, 2023. A panel of City staff and a representative of the Square Association evaluated the responses and recommended that a scope of work be negotiated with the Copaken Brooks team, consisting of Stifel Public Finance, McCownGordon, Olson Studio, and GLMV Architecture. |

The scope of services includes five phases of work: Master Plan, Master Economic Plan, Master Business Plan, Redevelopment Plan Report, and Future Phase Development. A detailed list of work is provided in the attachment. |

Fiscal Impact:
Funding for the scope of services including the five phases will be $382,275 from Marijuana Sales Tax proceeds (75%) and $127,425 from ARPA Fund (25%).
