Council action is requested to issue a purchase order to Clark Equipment Company for $52,262.08, for an E35 33HP R2-Series Bobcat Compact Excavator, for the Water Division of the Municipal Services Department.

The purchase of this Excavator is to replace the current one that the Water Division uses that has almost 5,000 use hours on it. It has reached its life span and is in need of replacement. This equipment is used to dig up valves and pipe around the plant that need to be repaired. This is our only source of digging equipment.

The supplier of the excavator is Clark Equipment Company. Clark Equipment Company is furnishing the excavator through the pricing connected with the National Association of State Procurement Officials (NASPO) Construction Equipment Master Agreement MO - CC190249002.

Per section 8.06.004, Paragraph 4 of the City Code states competitive bidding is not required when purchases are made through a cooperative contract established by a government purchasing entity or cooperative. The cooperative bids used will have been established pursuant to RSMo. 70.220 or generally accepted governmental purchasing practices through the competitive bidding process.

Approval of this item authorizes the Finance Director to issue change orders up to a total of ten (10) percent of the original authorized amounts, so long as appropriations are available.

The fiscal impact to the City is $52,262.08. Funding for the excavator is in the 2023-2024 proposed budget, page 253, account number (4830-5404) Mobile Equipment.
