| | | | | | | | Executive Summary:
This resolution implements recently negotiated changes to the work agreement with CWA and the City. This is a three-year agreement with the first year representing a 3% wage increase, followed by 2.75% increase for the second year and 2.5% for the third year. The agreement modifies the current Step System and adds a Step for employees at 96 months. The agreement also designates covered employees as public safety personnel with LAGERS. |

A summary of the modifications negotiated for this agreement are as follows:
- Article 16: Three shift options were agreed upon, (8, 10 and 12 hours) with language consistent with FLSA as it relates to overtime.
- Article 17: Discontinuation of Longevity Pay after December 31, 2023.
- Article 19: Sick leave compensation for employee accruals hired prior to July 1, 2023. Employees hired after July 1, 2023 will be eligible for a 401a program.
- Article 21: Recognition of Juneteenth as a Holiday.
- Article 26: Employees will be categorized under the LAGERS 'Public Safety' status upon ratification of this agreement.
- Miscellaneous operational provisions
If approved, the City Council will need to take action affirming the LAGERS benefit change in November, following the 45-day public inspection period of the cost analysis which is included as a information item on the City Council agenda. |

Fiscal Impact:
The fiscal impact is projected to be $7,840,000 over the term of the agreement, representing an increase of approximately $470,000. Funding for the agreement is included in the 2023-24 adopted budget, page 219, General Fund Fund 002, account 5100 (Salary and Benefits). Funds will be budgeted in the same Fund and account for the 2024-25 and 2025-26 Fiscal Years.
