Council action is requested to authorize the City Manager to approve a design contract with, and issue a purchase order to, Kimley-Horn and Associates, Inc. for an amount not to exceed $299,865, authorizing future minor change orders for an amount not exceed $29,865.50 as part of the Winner Road Complete Streets Project (No. 112403).

Executive Summary:

Approval of this item will approve a design contract for, and issue a purchase order to, Kimley-Horn and Associates, for engineering design services as part of the Winner Road Complete Streets Project (no. 112403). This project has been awarded $5.5 million in federal funding from the Mid-America Regional Council's (MARC) Surface Transportation Block Grant Program (STP).
Background:

The Winner Road Complete Streets Project will include the addition of ADA compliant sidewalks, on-street bicycle lanes, pedestrian signal improvements, transit stop improvements, new green infrastructure, and new streetlighting, and traffic calming measures. These improvements will connect residents and commuters from US 24 Highway past Van Horn High School at Truman Road and terminate at the start of the Englewood Arts District near Hedges Avenue.

 

As part of the Complete Streets project, the intersection of Winner Road and Truman Road will undergo improvements to improve the alignment, and to provide better sidewalk and pedestrian connectivity for the students of Van Horn High School, and the public transit users in the area. The existing intersection has unconventional alignment which negatively impacts pedestrian and vehicular flow, and creates safety issues, particularly for student pedestrians and drivers. These issues are exacerbated when school buses are entering and exiting the school.

 

This project will also incorporate water system improvements along this stretch of Winner Road by eliminating undersized galvanized steel water mains which are still active in this area.

 

An RFP was issued for design services for this project. Kimley-Horn & Associates, Inc. were selected by City Staff and a scope of service and fee in the amount of $299,865 was negotiated for these services.

 

This project has been awarded $5.5 million in federal funding from the Mid-America Regional Council's (MARC) Surface Transportation Block Grant Program (STP).



Fiscal Impact:

The fiscal impact to the City is $329,851.50 including contingency. This project has been awarded $5.5 million in STP funding from MARC. Funding for the Winner Road Complete Streets Project (No. 112403) is included in the FY 24 proposed budget, page number 171, account number 7011-5406.
