Council action is requested to issue Tourism & Museum Master Plan Change Order for Wayfinding Signage (This item addresses items 2.2.B and 4.1.B in the 2023-2024 Independence Action Plan).

The Parks, Recreation & Tourism Department recommends approval of the Change Order.

Council action is requested to approve Change Order #4 to Purchase Order #23000680 to Peckham, Guyton, Albers & Viets, Inc. (PGAV) for the creation of wayfinding signage plan for directing motorists, cyclists and pedestrians to various destinations within Independence as recommended in the Tourism and Museum Master Plan.  This includes strategic planning of sign locations and creative development of sign types with a phased implementation plan. New amount of the PO will be $837,280 with City Manager authorized changes of up to 10%.  

The City Council approved a purchase order to Peckham, Guyton, Albers & Viets, Inc. (PGAV) for Tourism and Museum Master Planning Services. The Master Plan recommends wayfinding signage for identified tourism hubs and key connector roads.  The Master Plan also calls for a wayfinding signage program to expand marketing of existing tourism assets and infrastructure. 

The fiscal impact to the City for Change Order#4 totals $195,000. Funding for this change order will come from the 004 Transient Guest Tax fund balance (fiscal year 2023/24) in 6064.5226 on page 135. 

The original contract amount for Tourism and Master Planning Services was $248,880 with Change Order #1 of $10,000 added for reimbursables. Change Order #2 of $353,400 for museum interpretive planning and Change Order #3 of $30,000 for On-Call Services for Development Opportunities are pending City Council approval on November 6, 2023.
