The collective bargaining agreement between the City and Communications Workers of America approved by the City Council on September 5, 2023 included a provision that Emgergency Dispactchers would be designated as Public Safety Personnel for the purposes of LAGERS retirement. As part of this designation for Emergency Dispacthers, LAGERS requires the City also designate Detention personnel as Public Safety Personnel. This resolution formally adopts these changes to retirement benefits. |

A component of the recently approved CBA with the Communications Workers of America included a requirement for the City to pursue a change in LAGERS benefits to designate Emergency Dispatchers as Public Safety personnel. This change in benefits changes the full retirement age from 60 to 55, which aligns with all other City Public Safety personnel. As part of this change, LAGERS requires Detention personnel receive the same designation. |

Fiscal Impact:
The estimated fiscal impact is projected to be $25,000 for the remainder of the 2023-24 Fiscal Year. Funding is available in the 2023-24 approved budget, on page 230, General Fund, (002-4545) and page 228, General Fund (002-4543), account 5100 (Salary and Benefits). Proposed funding in future years will be through the Marijuana Sales Tax.
