23-115 1R An ordinance authorizing the execution of a contract to Black & McDonald, in the amount of $880,886.55, for 24 Highway Improvement Steel Pole Installation and making necessary appropriations.

IPL staff recommends executing a contract for the 24 Highway Improvement Steel Pole Installation.

This project is for the labor and specialized equipment to install the required steel poles as part of the MODOT 24 Hwy project, and will replace eight (8) wooden electrical poles with galvanized steel structures along US Hwy 24 from Grand Avenue to Dodgion Avenue in Independence, MO.

IPL does not have the equipment to perform this task.

Engineering estimated cost was $368,000.00 and was budgeted in 2022-23, Capital Improvements 0207020, in capital project 202206 - Transmission & Distribution (T&D) Road Improvement Projects.

IPL Engineering collaborated with Procurement and T&D staff to prepare specifications and documentation to submit an Invitation to Bid (ITB) for the installation of these poles. ITB #23084 was placed on Public Purchase, the City’s e-procurement service, with bid opening on October 2, 2023, and closing on November 3, 2023.

There were 231 firms that were notified, with 19 firms downloading the Invitation to Bid through Public Purchase, the City’s e-procurement provider.

Three bids were obtained for the 24 Highway Improvement Steel Pole Installation. Black & McDonald, P.A.R. Electric Contractors, LLC, and Capital Electric Line Builders, LLC each submitted a bid. All three bids came in well above the estimated amount. Black & McDonald provided the low-cost bid and with no exceptions to the City’s Terms and Conditions or scope.

Black & McDonald’s bid of $880,886.55 came in $512,886.55 above the engineer’s estimate of $368,000.00. Approval of this item authorizes Power & Light to approve change orders up to 10% of the approved amount.

The fiscal impact to the City is $880,886.55. Funding for the 24 Highway Improvement Steel Pole Installation is included in the 2022-23 adopted budget, page 243, Capital Improvements, capital project account number 0207020-5406-202206-C, T&D Road Improvement Projects, IPL Fund 020 ($173,459.82), and covered through appropriations of $795,515.39 from IPL Capital Reserve Funds, Fund 020.
