Agenda Title:

Council action is requested to approve the contract change with Brycer – The Compliance Engine to an increase in systems inspection fees from the current rate of $17.00/system to $30.00/system, as a part of the Revenue Share Program.

Recommendations:

Council approval to issue an Addendum to the Agreement.
Background:

The City of Independence has utilized Brycer the Compliance Engine as a partner in the identification and revenue collection point since August 19, 2019.  This service has allowed the City of Independence Fire Department to identify the fire protection systems in businesses within the City of Independence and assure those systems are inspected and maintained according to the Codes adopted by the City.  After a third-party inspection company completes the initial inspection all the appropriate paperwork is forwarded to the Independence Fire Department and follow up inspections are scheduled in the event there are deficiencies not corrected at the initial inspection.  Independence Fire Department Fire Prevention Division completes all the follow up inspections. 

 

Currently, the City of Independence receives zero dollars from Brycer – The Compliance Engine for the any services we complete, although we can identify where all our business systems are located in our community.  This program will initiate a revenue share that will help to fund community risk reduction programs within the Fire Prevention Division, which we can then provide to the community.  Some of those programs would be a dedicated Smoke Detector Program, a strong Public Education Program for the schools and the community, a Home Risk Reduction Program, possible support funding for Pulse Point (emergency and specifically cardiac emergencies alerts) just to name a few.



Fiscal Impact:

The fiscal impact to the City of Independence would be an increased revenue of $10.90/system inspected.  In 2022 there were 2045 systems inspected in the City of Independence and those are the last numbers we have recorded at this time.  Currently there will not be any negative fiscal impact on the City of Independence.  This is being proposed as a potential avenue to fund needed community risk reduction programs through the Independence Fire Department Prevention Division.  Revenue will be deposited into General Fund -Fire, account 0024631-5309.
