Council action is requested to issue a purchase order to Rand Construction Company in the amount of $403,476.00 for the Courtney Bend Water Plant Contact Basin #3 and Contact Basin #4 Project for the Water Production Division of the Municipal Services Department.

This request is for approval to award a project to perform the necessary removal and installation of two (2) new clarifier basin drives in contact basin #3 and contact basin #4 at the Courtney Bend Water Treatment Plant. Work to be performed by this project is the complete removal of the outdated basin drives and the purchase and installation of new drives. This work is necessary to enable the utilization of the basin for the water treatment plant’s operation. The structure is an integral component of the facility’s operation and reliability.

The Courtney Bend Water Treatment Plant supplies the entire City of Independence and a significant portion of the Eastern Kansas City metro area with potable water. The contact basins are essential to the sustainable operation of the facility. Executing this project is essential to the mission of providing an adequate supply of potable water.

The Procurement Office of the Finance Department issued Invitation to Bid (“ITB”) #23100 on October 24, 2023. The ITB was publicly available through the City’s e-bidding service provider, Public Purchase with 177 potential bidders being notified of the ITB, with 11 firms downloading the ITB.

The City received two bids in response to ITB #23100. Upon review by Water Department Staff, it was determined the bid submitted by Rand Construction Company met the requirements specified, and to be lowest, best bid received. Rand Construction Company appears to possess the necessary capability and capacity to successfully perform the work required.

This project is planned and budgeted in the Water Fund’s Capital Improvement Projects fund.

Approval of this item shall authorize change orders up to a total of ten (10) percent of the authorized amount for each order, provided appropriations are available.

The fiscal impact to the City is $403,476.00. Funding for the Courtney Bend Water Plant Contact Basin #3 and Contact Basin #4 Project is included in the fiscal year 2023-2024 proposed budget, page 262, account number (0407040-5406), Municipal Services Fund -Water (040) Other Improvements.
