Council action is requested to issue a contract to Mississippi Lime for bulk loads of Rotary Kiln Lime. This is a two-year agreement with an optional third year for the Water Production Division of the Municipal Services Department.

Rotary Lime is used to remove the minerals out of the raw water. This is a very important step in the treatment process to help ensure safe drinking water. The daily average fed at the plant is approximately 25 Tons (50,000 pounds) a day.

The Water Department operates the Courtney Bend Water Treatment Plant to supply the entire City of Independence and a significant portion of the Eastern Kansas City metro area with potable water. Rotary Kiln Lime is essential to the sustainable operation of the facility and is essential to the Water Department’s mission of providing an adequate supply of potable water.

The Procurement Office of the Finance and Administration Department issued Invitation to Bid (“ITB”) #23106 on November 15, 2023. The ITB was publicly available through the City’s e-bidding service provider, Public Purchase with 98 potential bidders being notified of the ITB, with 5 firms downloading the ITB.

The City received bids from Lhoist North America and Mississippi Lime Company in response to ITB #23106. Lhoist North America only bid for one year. Mississippi Lime bid pricing for three years. Upon review by Municipal Services Staff, it was determined the bid submitted by Mississippi Lime met the requirements specified, and to be lowest, best bid received. Mississippi Lime appear to possess the necessary capability and capacity to successfully perform the work required.

This service is a budgeted line item in the Municipal Service’s FY23-24 operating budget on page 262.

Approval of this item shall authorize change orders up to a total of ten (10) percent of the authorized amount for each order, provided appropriations are available.

The fiscal impact to the City for year one is $5,302,115.00. Funding for Rotary Kiln Lime is included in the fiscal year 2023-2024 proposed budget, page 262, Municipal Services - Water Production, Account number (0404830-5314), Inventory Purchases.

Additional years are subject to annual appropriation to account 0404830-5314 as follows:

Year 2: 2025-2026 fiscal budget is $5,611,715.00

Year 3: 2026-2027 fiscal budget is $5,894,225.00

Total fiscal impact for three (3) years is $16,808,055.00.
