There are two proposed amendments to the Conduct in Public Parks section of Chapter 13 of the City Code. The first amendment will make it unlawful to prevent restroom doors from completely closing, preventing them from locking at night when the parks are closed. The second amendment further defines "loitering" to include sleeping or being in any state of unconsciousness on any park property. |

Parks, Recreation and Tourism staff have been working with the Police Department to increase safety in the parks and reduce the number of unhoused individuals loitering in the parks. The proposed changes will strengthen police officers' ability to enforce the city code. |
