In 2021, the City of Independence was awarded $2.5 million in federal funds to complete the US-40 Highway Complete Streets project. This project provides new sidewalk, dedicated bike lane, curb & gutter, push-button pedestrian signals, sidewalk ramps, street lighting improvements, stormwater improvements, retaining walls, and trees on the north side of US 40 Highway. While these improvements are welcomed, the City Council wishes to express its desire for the Missouri Department of Transportation to install additional streetlight on the north side of the highway to provide additional pedestrian safety measures consistent with the sidewalks that have been added on that side of the highway. |
| | | | | | | | Background:
The City of Independence, Missouri has high pedestrian traffic along US-40 Highway. This 4-lane, undivided roadway has wide shoulders, which people were using to access area businesses from the surrounding neighborhoods. The City wanted to increase safety by adding sidewalks.
In 2021, the City of Independence received $2.5 million in federal grant funds for the US-40 Highway Complete Streets project. Improvements were designed for the north side of the roadway, including new sidewalks, a stormwater system, and preparing the area for a bike lane.
Increasing safety was top of mind. This project added a pedestrian signal at Blue Ridge on the north side. Then, the City reconfigured the island at the Sterling intersection, so it would accept a sidewalk crossing.
While this project has increased pedestrian safety, the City Council desires to see the Missouri Department of Transportation install additional streetlighting added to the north side of US-40 Highway to compliment the new sidewalks that have been added. Presently, new streetlighting has only been added to the south side of US-40 Highway. |

Fiscal Impact:
US-40 Highway is maintained by the Missouri Department of Transportation, meaning that the installation, operation and maintenance of additional streetlights will not have a fiscal impact to the City of Independence.
