The Police Department is currently in need of a Mobile Command Center. This command center would be utilized for tactical situations, community events and a multitude of other functions. The footprint of LDV Custom Specialty Vehicles, as a provider to Public Safety is a local long-established vendor that the Police Department has been very pleased with. LDV Custom Specialty Vehicles facility is located in Burlington, WI. LDV Custom Specialty Vehicles is giving a 1-year warranty with very favorable replacement conditions along with 8 hours of on-site training.
LDV Custom Specialty Vehicles is the vendor who will be providing the Command Center. LDV Custom Specialty Vehicles, who provided a quote based on the Houston-Galveston Area Council (H-GAC) Cooperative Contract # AM10-23.
Per section 8.06.004, Paragraph 4 of the City Code states competitive bidding is not required when purchases are made through a cooperative contract established by a government purchasing entity or cooperative. The cooperative bids used will have been established pursuant to RSMo. 70.220 or generally accepted governmental purchasing practices through the competitive bidding process.
Approval of this item shall authorize change orders up to a total of ten (10) percent of the authorized amount, provided appropriations are available.

Fiscal Impact:
The fiscal impact to the City is $1,059,975.00 for fiscal year 2023-24 from the Public Safety Sales Tax which has been approved by the committee. Mobile Command Centers are in the 2023-24 approved budget, on page 233, Police Sales Tax Fund 016, Capital Project, account number 0167016-5404.
