Executive Summary:

Approval of this item will authorize the City Manager to issue a purchase order in the amount of $1,626,298 to Olsson Associates for design services as part of the Noland Road Multimodal Corridor Project (No. 112402).

 

This project has been awarded federal funding from a RAISE grant in the amount $10.16 million.

 

This is a budgeted capital expense. 

Background:

The City has been awarded $10.16 million in federal funding from the Fiscal Year 2022 Rebuilding American Infrastructure with Sustainability and Equity (FY22 RAISE) Grant Program to support the Noland Road Multimodal Corridor project. This project will create approximately 1.7 miles of multimodal corridor along Noland Road from US 24 Highway to Fair Street. The scope of this project includes adding dedicated north and south bound bike lanes, replacement of more than 3 miles of derelict sidewalks into ADA compliance, push button pedestrian signals, and transit stop improvements.

 

In February 2023, staff issued a request for proposals (RFP #23009) requesting proposals from qualified engineering firms to perform a traffic study, prepare conceptual plans, preliminary engineering plans, right-of-way plans, legal description & exhibits, final plans, bid documents, and provide construction engineering services for the Noland Road Multimodal Corridor Project.

 

Staff received proposals from the following firms:

- Cook, Flatt & Strobel Engineers

- Crawford, Murphy, & Tilly, Inc.

- Veenstra & Kimm

- Olsson Associates

- Affinis Corporation

 

Staff selected Olsson Associates to perform these services based on their project understand, design approach, team experience, and staff availability and resources.

 

Staff have negotiated a scope and fee for these design services for an amount not to exceed $1,626,298 and have received concurrence from the Federal Highway Administration to proceed with the design phase of this project. 



Fiscal Impact:

The fiscal impact to the City is $1,788,927.80 including a 10% contingency. Funding for the Noland Road Multimodal Corridor Project (No. 112402) is included in the FY 24 adopted budget, page number 182, account number 7011-5406 in the Street Improvements Sales Tax Fund 011. Design and Construction expenses for this project are RAISE grant reimbursable for 80% of costs up to $10.16 million with a 20% match from the City.
