In April 2023 Council directed the City Manager to initiate a process to evaluate all options relative to the future ownership model of Independence Power & Light. At Council’s direction, two independent studies were to be commissioned, one to evaluate the impact of a potential sale of the utility and one to investigate the long-term investments necessary for continued ownership and operation of the utility.
DKMT Consulting, LLC has been selected to perform the studies and with City Council approval, Shockey Consulting will be assisting with the Public Relations portion of this process to include Phase 1: Discovery with a Stakeholder Engagement Plan, Phase 2: Community to Develop Website Content, Online Questionnaires, Social Media Campaign, Conduct Mobile Outreach and Phase 3: Project Management of this Engagement. Shockey Consulting is on the City’s Procurement Pre-Qualified Advertising and Marketing List.
Approval of this item shall authorize change orders up to an additional ten (10) percent of the total amount of the purchase order, provided appropriations are available. |

Fiscal Impact:
The fiscal impact to the City is $64,730. Funding for the Engagement Plan is included in the fiscal year 2023-24 adopted budget, page 237, account number 0206110-5226, Professional Services, IPL Fund 20.
