Agenda Title:

1R An ordinance authorizing the acceptance of a contract with Jackson County, Missouri, which calls for Jackson County to provide funding in the amount of $225,000.00 to the City of Independence Police Department's Law Enforcement School-Based Initiative called S.T.E.P.  
Recommendations:

The Police Department recommends accepting this agreement and funding from COMBAT.
Background:

The Independence Police Department applied for and has received a $225,000.00 Cooperative Agreement from Jackson County's Community Backed Anti-Drug Tax (COMBAT).  This funding will be used to assist the City in defraying the cost of its Law Enforcement School Based Initiative called S.T.E.P. (Students Transitioning Exceptionally Prepared).  This program is taught by IPD's School Resource Officers to students in the 5th and 8th grades in the Independence School District.  STEP is designed to assist students in transition from elementary to middle school, and middle school to high school.  Topics discussed with students include negative affects of bullying, drug, alcohol, and smoking/vaping prevention; managing conflict resolution; and cyber crimes.  The intent is to help students obtain the skills to cope with stresses and trauma, help build strong decision making and communication skills, and to empower youth with the ability to value their own perceptions and feelings.  

 

The $225,000.00 will be used to fund two School Resource Officers.  The Agreement is for calendar year 2024 and reimbursements will be made in two payments throughout the year, upon submission of the necessary invoices and reports.  



Fiscal Impact:

The fiscal impact to the City is $225,000.00. This is revenue that was already anticipated and included in the 2023/24 FY budget and the 2024/25 FY proposed budget.  The revenue will be deposited in account 002-3274 in the General Fund.  The School Resource Officers are budgeted in the 2023-24 FY Approved Budget on page 226, within the Salary and Benefits line items for Community Services.
