In March 2023, the City’s HOME-ARP Allocation Plan was approved by City Council and accepted by the U.S. Department of Housing and Urban Development (HUD). The City’s HOME-ARP Allocation Plan is oriented to the prevention of homelessness by municipal renters comprising eligible “Other Populations" earning less than 30% and 50% of AMI and experiencing varying forms of housing instability (cost-burden, over-crowding, unstable dwellings and conditions, etc.). These resources account for 65% of program funds. The remaining 35% of Independence HOME-ARP program funds will be committed to eligible “Supportive Services” and made available to all eligible qualifying populations, with a preference for those clients assisted with “Financial Services.”
The City issued a Request for Proposals from community development organizations to administer the City’s HOME-ARP Allocation Plan.
Metro Lutheran Ministries (MLM) leadership have over 50 years of combined experience leading homeless services organizations and programming and is a leading provider of housing stability services and assistance.
Metro Lutheran Ministries plans to assist eligible very-low and extremely very-low households, 30% - 50% (AMI) in preventing eviction and homelessness, or rapidly ending homelessness through provision of targeted financial assistance and supportive services. MLM will provide intensive, one-on-one case management and coach to homeless, at-risk and poverty-stricken households who need assistance to regain their overall economic stability.
