Agenda Title:

Council action is requested to issue a purchase order to WSKF, in the amount of $2,066,375, authorizing future minor change orders and/or time extensions not to exceed $206,637.50 for Design and Consulting Services for New and Replacement Fire Stations for the Fire Department.

Recommendations:

Council approval for purchase order.

Background:

This project is to hire a consultant to provide Design Services for the New and Replacement Fire Stations Projects. The Procurement Division issued a Request for Qualifications for Design Services for New and Replacement Fire Stations on January 8, 2024, to receive qualified responses for a design team to provide full design services including architectural, civil, structural, mechanical, electrical plumbing, and other necessary consultants. The RFQ closed on January 26, 2024. The RFQ was published through the Public Purchase e-procurement website, which notified (1,071) potential respondents; (81) accessed the RFP. Responses were provided by (9) firms: Archimages, Inc., Collins & Webb Architecture, Davidson Architecture + Engineering, Finkle + Williams Architecture, GLMV Architecture, Hoefer Welker, SFS Architecture, Weller Architects, and WSKF Architects. The RFQ requested respondents to only address qualifications. The respondent with the best qualifications proposal would be approved to provide pricing. After reviewing the criteria of the firm experience and project understanding, ability and availability to perform, personnel, and project delivery and approach, the four most qualified firms were requested for in-person interviews to further discuss their qualifications with the selection committee. After interviewing the teams, it was determined WSKF Architecture provided the best qualifications-based proposal.

Staff along with Project Advocates, LLC, and WSKF Architecture then negotiated terms for the AIA B133-2019 Standard Form of Agreement Between Owner and Architect, and a price of $2,066,375 for design services and construction administration services. During negotiations it was determined the best value option for the City and project schedule would be to utilize a design and construction industry standard agreement, the American Institute of Architects B133-2019. WSKF’s contract reflects a complete and all-in consultant agreement including: the initial conceptual design and planning for all three fire stations; any City entitlements and planning requirements for all locations; complete design services for all three Fire Station buildings, site and parking; applicable subconsultants for Mechanical, Electrical Plumbing, Fire Protection, Structural, Civil, Low Voltage, and others for a complete set of permittable Construction Documents; LEED Certification, and other scopes as listed in the contract Exhibit B. The cost is within the amount budgeted for this project.

Approval of this item shall authorize change orders up to a total of ten (10) percent of the original authorized amount, provided appropriations are available.



Fiscal Impact:

The fiscal impact to the City is $2,273,012.50 including contingency and is included in the 2023-2024 adopted budget, page 209, Fire Sales Tax Fund 017, account 0174671-5401 project 172402.
