  1. Council action is requested on the application received from IND Hotel Partners, LLC for a Hotel Selling Intoxicating Liquor license for Hilton Garden Inn that is located at 19677 E. Jackson Dr.

Recommendations:

This application meets the requirements of the City’s Alcoholic Beverage Code. 
Executive Summary:

The applicant is requesting City Council approval for a Hotel Selling Intoxicating Liquor license.  The applicant has also requested a Sunday Sales license.  This license will be approved administratively should the City Council approve the license. The hours of operation will be Monday – Sunday 3:00 pm to 11:00 pm. The hotel plans on selling liquor by the drink at the bar, liquor by the drink with room service, packaged liquor in the original package in the gift shop, and bar service in the conference area for any banquets or events.  The applicant has indicated that this location will have alcohol sales that meet the City’s Alcoholic Beverage Code.

History of any liquor license at this location; if a new building, provide a brief update on the construction:  The property was operating as Hilton Inn starting in 2004. In 2013 the property was purchased and began operating as Hilton Garden Inn.  The hotel has gone through multiple ownership changes until it was purchased by the current owner, IND Hotel Partners, LLC, in 2021.  They are now requesting a liquor license as part of their operations.  There are other liquor establishments within 1,000 feet:  Patio Restaurant and Lounge, BD’s Mongolian BBQ, Kobe Japanese Steakhouse, Hooters, and Carrabba’s are located to the south; Herford House and Twin Peaks are to the east; and World Market and Buffalo Wild Wings are to the north east.

Location proximity to school, church, or residential zoning: According to the City’s mapping system there are no schools or churches within 300 feet of this establishment.  There is residential zoning district located within 300 feet. 

Managing Officer Information and results from background check: IND Hotel Partners, LLC has indicated Timothy O’Reilly will serve as the appointed managing officer.  The background investigation conducted by the Missouri State Highway Patrol on Timothy O’Reilly revealed he meets the requirements of the Alcoholic Beverages code.
