  1. Council action is requested on the application received from Vitamin Cottage Natural Food Markets, Inc. for a Retail Selling of Intoxicating Liquor of all kinds in the original package for Natural Grocers that is located at 19019 E. 48th St.

Recommendations:

This application meets the requirements of the City’s Alcoholic Beverage Code.

Executive Summary:

The applicant is requesting City Council approval for a Retail Selling of Intoxicating Liquor of all kinds in original package license.  The applicant has also requested a Sunday Sales and Tasting Permit license.  These licenses will be approved administratively should the City Council approve the license. The hours of operation will be Monday – Sunday 8:30 am through 9:00 pm.  The applicant has indicated that this location will have alcohol sales that meet the City’s Alcoholic Beverage Code.

History of any liquor license at this location; if a new building, provide a brief update on the construction:  The property was operating as Nature’s Pantry starting in 1994. In 2014 current owners leased the property and began operating as Natural Grocers.  They are now requesting a liquor license as part of their operations.  There are other liquor establishments within 1,000 feet:  Smoke Brewing Company, Thai Kitchen, First Watch, and La Casa Mexico are located to the southeast; Palacio Maya and Quik Trip are to the west; and Red Robin, Chipotle, and Thai Spice are to the north.

Location proximity to school, church, or residential zoning: According to the City’s mapping system there are no schools or churches within 300 feet of this establishment.  There is residential zoning district located within 300 feet. 

Managing Officer Information and results from background check: Vitamin Cottage Natural Food Markets has indicated Lorene Williams will serve as the appointed managing officer.  The background investigation conducted by the Missouri State Highway Patrol on Lorene Williams revealed she meets the requirements of the Alcoholic Beverages code.
