Agenda Title:

24-020 2R An ordinance approving the 2024-25 Annual Action Plan for the CDBG and HOME Programs, authorizing applications to the Department of Housing and Urban Development; authorizing execution of a written agreement and acceptance of CDBG and HOME Program funds; and making the necessary appropriations.

Executive Summary:

It is estimated the Department of Housing and Urban Development (HUD) will make available approximately $845,000 in Community Development Block Grant (CDBG) Program funds and $535,000 in HOME Program funds to support housing and community service programs during the 2024-2025 fiscal year.

Background:

This ordinance allocates the CDBG and HOME Program funds, authorizes the City Manager to make application to HUD for the available funds and execute a written agreement for the expenditure of these funds, and allows necessary appropriations to be made.

 

The City of Independence is entering its 50th year as a CDBG Entitlement community designated by HUD; and its 30th year as a HOME Program Participating Jurisdiction (PJ).  As an Entitlement/PJ, the City receives the annual federal allocation to the CDBG and HOME Programs as determined through the federal formula calculation.

 

The City estimates that it will receive $845,000 in CDBG Program funds and $535,000 in HOME Program funds from HUD.  In addition to the annual appropriations, the City will utilize $4,781.53 of prior year CDBG funds and $7,000.52 of HOME Program Income.  The prior year CDBG funds have been included in the Minor Home Repair Program while the HOME Program Income have been included in the rehabilitation/infill housing category.

 

The City developed the Annual Action Plan (AAP) following HUD’s prescribed citizen participation plan.  The AAP advances the 2022-26 Consolidated Plan and focuses on priorities identified in the development of the Consolidated Plan. 

 

In the Housing category, the needs identified for funding are activities for low- and moderate-income neighborhood code compliance, minor home repair services for homeowners and rehabilitation/infill residential units for low- to moderate-income households.  In the Public Service category needs identified for funding are senior and disabled services, subsistence services for the very low-income and homeless, and emergency rent and utility assistance. 

 

The regulations, at 24 CFR 91.15(a)(1), state that “...each jurisdiction should submit its Plan at least 45 days before the start of its program year.”  The City’s program year starts July 1st which means the Annual Action Plan is due to HUD by May 15th.

1. Program Administration – $53,500.00 (Cost Center 6802) (Maximum 10% of allocation)

2. Community Housing Development Organization (CHDO) – $80,250.00 (Account 6805.5406.700)

3. CHDO Operating Funds – $26,750.00 (Account 6805.5226.700) (Maximum 5% of allocation)

4. Single & Multi-Family Housing Projects – $381,500.52 (Account 6803.5406.505)
