Approval of this ordinance will authorize the City Manager to enter into a grant agreement with the Missouri Highway and Transportation Commission for the Winner Road Complete Streets Project (No. 112403) to receive funds in the amount of $5,524,000.

This grant is an 80% match in federal funds.

The Winner Road project emphasizes complete streets design by improving mobility for both motorized vehicles and non-motorized system users. The project includes ADA compliant sidewalks, on-street bike lanes, transit stop improvements and traffic calming measures. The project starts by connecting to existing sidewalks at Winner Road and US 24 and continues south.

The intersection of Winner Road and Truman Road will undergo improvements to realign the existing skewed intersection and provide safety improvements as outlined in the 2014 Truman Road Green Gateway Plan. The complete streets project will continue along Winner Road to Hedges Avenue, terminating just west of the Englewood Arts District.

This project will place crosswalks and new pedestrian signals as needed at signalized intersections. Safety improvements will be made for all users and transportation will be optimized for the traveling public to schools, jobs, and area businesses.
